Daily Responsibilities |
Develop and provide formal briefs, training plans, and programs of instruction as appropriate to support the emergency management functions, courses, exercises and other events that require the participation of a training developer.
Work in conjunction with agency team to ensure changes in regulatory requirements are reflected and updated in training and evaluation documentations.
Participate in the meetings for the agency emergency management, hazmat and CBRNE response forces, developing and implementing new training requirements.
Provide advice on training requirements for agency emergency management, hazmat and CBRNE response forces and input for doctrinal publications.
Develop and assist in implementing a program training plan for agency emergency management, hazmat and CBRNE response forces that provides rigor to adequately and realistically stress every aspect and function of the installation/organization capability.
Address training needs to examine the full spectrum of training alternatives to include web based training, distance learning, classroom training to ensure the appropriate method is utilized.
Implement and update training to support the program and other agency capabilities as directed by the government by conducting training needs assessments and developing and implementing training to fulfill those identified needs.

- Knowledge of DoD and it’s agencies structure, responsibilities and authorities.
Understanding of regulatory guidance, processes, and procedures.
- Knowledge of DoD and it’s agencies staffing processes, procedures and guidelines.
- Understanding of existing capabilities and how they meet or not meet the unique requirements of operating within the United States.
- General understanding of the authorities, roles and missions of all agencies (Department of Defense, Federal Civilian Departments and Agencies, State Departments and Agencies, and non-Government Agencies) involved in Homeland Defense and Homeland Security, how they relate and interface with each other in a crisis, and their operational relationships.
- Understanding of the National Response Plan, the National Incident Management System and the role and mission of the agency as it performs its consequence management.

Required: Skills
|
- Must have effective verbal communication skills and exhibits a high degree of professionalism in order to make public presentation and interact in a clear, concise manner.
- Mastery of computer & the internet, knowledge of Emergency Management Training; Chemical Biological Radiological Nuclear or high yield explosive (CBRNE), Hazmat and Exercise application suite.
- Ability to brief senior officers. Coordinate with local and state responders; establish working groups and other activities as may be appropriate.
- Plan, schedule and construct and conduct training and exercises, and evaluate the quality of command emergency management preparedness assessments.
- Hands on experience with the building of emergency management programs at either the county, municipal, state, corporate, or military installation level.
- Hands on experience with emergency management plan development and writing at either the county, municipal, state, corporate, or military installation level.
- Hands on experience in the construction and execution of HSEEP compliant exercises.
- Thorough knowledge of NIMS, ICS and the NRF.
