Daily Responsibilities

Systems Plus is seeking a Staff Action Group (SAG) Task Lead with military healthcare and/or research experience to lead a multidisciplinary team focused on high-priority projects within the Defense Health Agency (DHA)’s Research & Development Directorate (J-9). The J-9 research mission focuses on medical and health services research to improve quality and continuity of care for service members, veterans and their beneficiaries. The J-9 SAG is responsible for developing, implementing, and maintaining processes to support leadership decision making for the purposes of management control; responding to requests for information; preparing briefings, talking points, and testimony; leveraging industry applied research and other federal agency best practices for measuring the impact and effectiveness of products and services; developing proposed DoD regulations, directives or policies based on translational research findings; development, measurement and tracking of information collection tools to assess product and basic service effectiveness; and coordinating Research and Development efforts broadly within DHA and with the Veterans Administration (VA) and developing internal and external partnerships.


  • Lead a multidisciplinary team (e.g., researchers, healthcare experts, communications specialists) to support the Defense Health Agency (DHA)’s Research & Development Directorate (J-9)
  • Assist in monitoring and directing day-to-day operations of the assigned program to ensure that policies and procedures are being followed, that contract and client goals and objectives are met, and that services and projects are being accomplished effectively and efficiently
  • Define scope, timelines, staff requirements, and manage processes to prepare briefs, conference presentations, fact sheets, tables, figures, and technical reports and customize as needed for client leadership and senior executive leadership within the MHS
  • Coordinate, facilitate, collate input, and track initiatives across Military Health System (MHS) research and practice communities to centralize and standardize health services research (HSR), knowledge translation (KT), Technology Transfer (T2), Product Lifecycle Management (PLM), and Human Research Protections (HRP) processes and governance
  • Engage with senior-level military and civilian personnel, subject matter experts, and key program stakeholders to provide information and briefing reports and possibly manage or facilitate meetings, working group sessions, and strategic action groups
  • Draft and coordinate policies, memorandums, and implementation guidance impacting military health care operations
  • Provide consultation and thought leadership to senior DoD clients on change management solutions and execution of strategic goals, taskers, and inter/intra departmental initiatives related to military health research and clinical care
  • Support senior MHS leadership in collecting programmatic information to include collating, integrating, and summarizing inputs from subject matter experts as well as conducting the necessary background literature reviews, research, analysis and interpretation to assist with drafting, coordinating, and editing Reports to Congress, white papers, policies, memoranda, and other work products
  • Update deliverables based on customer, staff, or program manager feedback related to possible gaps, errors, and improvements
  • Excellent client-facing consultation skills to include briefing and/or advisement to civilian and uniformed government personnel

Minimum Master’s Degree in management, health policy, or a biomedical science field (e.g., medicine, nursing, biology, chemistry, psychology, public health, epidemiology, medicine, or related interdisciplinary degree)

  • Must have knowledge of military culture and structure to best support MHS initiatives and collaboration within the DoD and with other academic institutions
  • Previous project management experience
  • Position requires self-direction and exceptional interpersonal skills in order to effectively communicate with all levels of management, staff, and external customers
  • Must be able to establish and maintain relationships, demonstrate initiative, exude a professional presence, focus on results and demonstrate enthusiasm
  • Familiarity with Department of Defense policies and processes related to research, development, and acquisitions (e.g., Defense Acquisition University training certificate, demonstrated knowledge of DoD 5000 regulations)
  • Strong oral and written communication abilities, with strong conceptual and systems-thinking abilities and problem-solving skills
  • Solid working knowledge of computer software (Microsoft Office business suite, to include Outlook, Word, Excel, PowerPoint) required to prepare reports, briefings, and products; experience with Adobe Professional and with posting and sharing documents in SharePoint
