Position Location Must be located in the National Capital Region and able to be present at primary client site in Silver Spring, MD as needed (approximately 4-5 days per week) as well as additional sites as needed (e.g., Fort Detrick, MD and/or Defense Health Headquarters in Falls Church, VA).

Daily Responsibilities
  • Lead a multidisciplinary team (e.g., researchers, healthcare experts, communications specialists) to support Defense Health Agency (DHA)’s Research & Development Directorate (J-9).
  • Coordinate with stakeholders in the Military Health System (MHS) research and practice communities to centralize and standardize health services research (HSR), knowledge translation (KT), Technology Transfer (T2), Product Lifecycle Management (PLM), and Human Research Protections (HRP) processes and governance.
  • Provide on-site client support to senior DHA leadership and management of a portfolio of projects and contract deliverables.
  • Leverage research best practice standards and methods from DoD and related Federal agencies (VA QUERI, AHRQ, CDC, SAMHSA, IOM, FDA, and NIH).
  • Prepare briefs, conference presentations, fact sheets, tables, figures, and technical reports to present findings and customize as needed for client leadership and senior executive leadership within the MHS.
  • Engage with senior-level military and civilian personnel, subject matter experts, and key program stakeholders to provide information and briefing reports and possibly manage or facilitate meetings, working group sessions, and strategic action groups.
Required: Years of Experience (min)
  • 5 years of experience in management role, or PhD with 3 years’ of experience in management role.
Required: Degree
  • A Master’s Degree or PhD in a health or biomedical science field (e.g., medicine, nursing, biology, chemistry, psychology, public health, epidemiology, medicine, or related interdisciplinary degree). Doctorate preferred.
  • Project Management Professional (PMP) certification.
Required: Experience
  • Previous project management experience.
  • Knowledge of core tenets of knowledge translation and/or implementation science.
  • Familiarity with Department of Defense policies and processes related to research, development, and acquisitions (e.g., Defense Acquisition University training certificate, demonstrated knowledge of DoD 5000 regulations)
  • Experience in primary and secondary health services research, evidence synthesis, systematic reviews, evidence evaluation and grading, health care data analysis, and data/evidence synthesis.
  • Strong oral and written communication abilities, with strong conceptual and systems-thinking abilities and problem-solving skills.
  • Solid working knowledge of computer software (Microsoft Office business suite, to include Outlook, Word, Excel, PowerPoint) required to prepare reports, briefings, and products; experience with Adobe Professional and with posting and sharing documents in SharePoint.
  • The ideal candidate will have experience working in the Military Health System, VA, AHRQ, CDC, SAMSHA or NIH.
  • MHS research experience and/or background in MHS health-related environment.
  • Familiarity and trust with DHA mid- to upper-level stakeholders, MHS Service representatives, and/or Joint Program Committee personnel.
  • Prior experience working with MHS stakeholders.
