Daily Responsibilities

The candidate is responsible to formulate, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive planning process that are conventional in nature, but are of considerable scope. Reviews and coordinates document preparation, implementation, and maintenance of the Tabulation of Existing and Required Facilities (TAB) Real Property Development Plan (RPDP) The Installation Real Property Planning and Analyses System (Web RPLANS) for the respective clients and command.

The Master Planner will be able to provide, develop and maintain a Master Planning Project Schedule consisting of Project Groups representing Project Design and Development, Project Contracting and Procurement, and multiple Construction Groups. The Master Planner will be able to perform schedule analysis to include float analysis/slack and critical path status at the summary level (Gantt charts, Milestone/Events, Master Phasing Schedule) in addition to detailed task level.

The Master Planner coordinates the development of planning efforts including public participation, inventory needs, manpower and equipment needs, data collection methods and procedures. In addition, the Master Planner ensures that these plans are in conformance with approved technical and procedural quality standards, and that they meet the requirement of the ability to apply that knowledge in training, guiding and directing an interdisciplinary team in the development of (RPDP) / (RPLANS) plan alternatives and in the preparation of Master Planning documents and reports.

The Master Planner serves as team leader or project coordinator for major planning efforts, and program leader for facility and land use planning within the FMO. The Master Planner is responsible for the overall scheduling, completion and quality of major planning efforts such as resource management.

The Master Planner will seek guidance from the appropriate Installation/State sources to develop near and long-term goals for installations and facilities. The Master Planner will develop this guidance in coordination with the RPDP / RPLAN into short and long term real property goals. The Master Planner will be able to translate these goals into a prioritized list of Operations and Maintenance (O&M) and Military Construction (MILCON) projects that will accommodate unfulfilled real property requirements for the respective States.

The Master Planner has the primary responsibility for integration of Range and Training Land Program (RTLP) into state wide Master Plan.

Required: Years of Experience (min)

8 years of experience in the field with Bachelors degree or 5 years of experience with a Masters degree.

Bachelors degree (4 year) in engineering, geography, planning, business or other related field in Planning, a minimum of eight years of progressively responsible specialized experience which demonstrates the ability to design, estimate, and inspect construction projects, make decisions, plan and manage projects, and track project schedules or a Masters Degree with five years experience.

The successful candidate must have a minimum of 5 years of PRIDE and ISR-I relationships and requirement with the agency and services or related experience. Exceptionally skilled in developing integrated solutions to optimize complex functions. Must have extensive knowledge of Army Real Property Accountability.

Position requires knowledge of Army and NGB policies, regulations and guidance regarding real property and real estate and the military Planning, Programming, Budgeting, and Execution System (PPBES). This individual shall demonstrate a thorough understanding of ARNG, DA and OSD regulatory guidance pertaining to Real Property. At least five years work experience related to Army Real Property, an Information Technology and Facility Management background, knowledge of the ARNG Installations Division and understanding of Construction and Facility Management Office (CFMO) procedures is preferable. PM shall provide overall management of client personnel and advise NGB-ARI personnel regarding Real Property matters of interest with ON/OFF site support.

Command and General Staff Course (CGSC)

Position requires Extensive knowledge of the ARNG's Planning Resource Infrastructure Decision and Evaluation System(PRIDE).

The candidate should excellent oral and written communications skills and the ability to prepare clear, well-written documents such as procedures, analysis, and operation guides. Possess strong project management skills on large-scale programs to meet deadlines and budget objectives.
