Daily Responsibilities
|
- The Software Applications Engineer is a .NET technologist and a member of the project team who takes responsibility for implementing the system architecture using best practices. This will include coding, unit testing, learning new technologies, and becoming an expert in the system
- Compile and analyze IT data for IT-related data calls, surveys and other initiatives; proactively formulate statistical reports and findings for management.
- Work closely with the NIH COR to provide project management and administrative project support, oversee all aspects of project work based on inputs and priorities from the COR and other stakeholders and regularly report progress.
- Demonstrate ability to work with the COR, system owners, business owners and technical and functional teams to document, design, develop, test, and validate a system to successful implementation throughout the systems development lifecycle as directed by CIT/BAS processes.
- Effectively coordinate and lead meetings with business and system owners as well as necessary stakeholders such as business users to understand and document desired system requirements and successfully implement them.
- Advise COR, Business Owners, and business users of the most advantageous courses of action relating to release schedules, scope of releases, options for implementing requirements, business process flows, and improvements to these systems and processes.
- Assist the Project Team in any tasks associated with delivery of services to the customers such as testing support, documentation support, security actions, or other items as required.
- Attend CIT Change Advisory Board meetings and follow HSS schedules to determine impact to systems.
- Attend BAS security meetings and remedy security issues within the defined timelines.
- Act as a Point of Contact (POC) and liaison between BAS and its Business Owner, the Financial Management Group and their users across NIH Institutes, Centers and OD Offices and the support team. This includes gathering feedback, complaints or requests.
- Provide full life-cycle support for the analysis, design, development, testing, implementation, and maintenance of internet and intranet web applications.
- Provide testing and maintenance support on existing systems and applications such as billing systems and upgrades to hosting or vendor supplied software.
- Determine system specifications, modify and expand existing systems, create and maintain new systems or modules, and develop architectural and related documentation.
- Select and apply proven principles of enterprise architecture, object-oriented programming (OOP), design patterns, and other platform best practices.
- Write or revise a variety of technical or user documentation such as reports, job aids, routine technical operations, or manuals for a wide range of uses ensuring accuracy and completeness.
- Master and implement new technologies and solutions.
- Determine and document data information classifications, data mapping and system design, and document special procedures required for continuous operations of systems.
- Populate and transform data using XML, scripting, import/export with MS Excel, CSV, etc.
- Maintain familiarity with emerging technologies and software development best practices.
- Provide maintenance and monitoring of windows servers, coordinate/schedule remedial actions (e.g. backups, maintenance fixes, etc.) with operations personnel.
- Document back-up process and disaster recovery plans and periodically test backup procedures of systems.
- Set-up and use Xmatters for system issue notifications.
- Support of software (identified by the government) and vendor supplied software on host and developer PC such as Windows operating systems (VM), Windows Web services, MS SQL Server, Microsoft .NET, ASP.NET, Citrix server software.
- Implement web-based security standards.

- Minimum of 3-5 years strong programming experience in developing and supporting dynamic web applications using Microsoft .NET, ASP.NET and C# with MS SQL Server, T-SQL, LINQ, ADO.NET, MVC, Web Service and Entity Framework.
- Ability to work with key owners and stakeholders to ensure effective delivery for all O&M activities.
- Effective presentation skills, effective listening skills, ability to resolve issues, effective written material with logical organization, readability and conciseness.
- Ability to understand technical vision and communicate it to both technical and non-technical parties.
- High level of writing skill including the ability to produce high quality executive-level memos, presentations, minutes, and other documents.
- High level of computer literacy, including the ability to technically generate high quality documents and proficient in using Microsoft Office (Word, PowerPoint, Excel, and Visio) and SharePoint.
- Excellent verbal communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
- Must have working experience in maintaining source code and deploying applications via various technologies such as SVN or Source Safe.
- Strong working experience in user interface (UI) development with JavaScript, jQuery, AJAX, CSS, XML, HTML and DHTML skills.
- Knowledge of the SDLC phases and associated methodologies (Waterfall, Agile, Kanban, Lean, etc.).
- Strong working knowledge of next-generation web application and collaboration environments such as service-oriented architecture (SOA).
- Experience with Section 508 standards, HTTPS and WC3 standards.
- Experience with database schema design and database normalization.
- Self-motivated, enthusiastic, creative, analytical problem-solver who can work with minimal supervision and possess excellent interpersonal and verbal and written communication skills, as well as time management abilities.
- Strong analytical and product management skills required, including a thorough understanding of how to interpret requirements into functional code.
- Must be able to work well on site and in a team environment.
